Compliance and ethics requirements

As part of our ongoing commitment to honesty, integrity, transparency, and accountability, TxDOT partners with businesses to educate them on the importance of maintaining the highest ethical standards through our commitment to our Business Ethics Program as outlined in Title 43 Texas Administrative Code Rule §10.51.

Business Partners Ethics Program Certification

Required conduct by entities doing business with TxDOT is listed in Title 43 Texas Administrative Code Rule §10.101. Entities doing business with TxDOT must report to TxDOT in writing within five working days any behavior that seriously and directly affects the entity’s responsibility to the department (criminal convictions, conflict of interest, bribery, payment of kickbacks, etc.). Entities that violate Rule §10.101 (related to Required Conduct) are subject to sanction, including debarment up to five years, in accordance with Title 43 Texas Administrative Code Rule §10.254.

Cybersecurity compliance requirements

In addition to the ethics requirements, any vendor providing computing services to TxDOT must meet the IS-RAMP requirements. 

Any vendor with TxDOT data or a connection to a TxDOT system, should immediately report any cybersecurity issues in their environment that could impact TxDOT data or their services to TxDOT using the Report Cybersecurity Issues page .

In keeping with our commitment, two programs exist to allow citizens, contractors and TxDOT employees to report fraud, waste and abuse anonymously:

The TxDOT Watch reporting system allows individuals to anonymously report suspected unethical and illegal activities within the agency in one of two ways:
