Learning about alternative delivery

TxDOT's Alternative Delivery Program (ADP) is responsible for delivering major infrastructure projects using a best-value contracting approach. The Alternative Delivery Division provides information and tools to support projects from early planning and procurement through construction and ultimately roadway maintenance.

At the program level, available resources include guidance on statutory authority along with self-paced training modules that introduce program structure and processes.

Resources are also organized according to project phase:

  • Pre-Procurement
  • Procurement
  • Design & Construction (D&C)
  • Operations & Maintenance (O&M)

Topic areas within these phases offer tools, templates, and guidance designed to support project management throughout the project's lifecycle.
