The virtual public meeting will be available starting on Wednesday, May 21, 2025, by 5 p.m. MT. The virtual public meeting will consist of a pre-recorded video presentation and will include both audio and visual components. The virtual public meeting presentation and project information will be located on this page. The information being presented in the virtual presentation will be the same information being presented at the in-person public meetings. 

If you do not have internet access, you may call (512) 567-9270 between the hours of 8 a.m. and 4 p.m. MDT, Monday through Friday, to access project materials during the public meeting comment period.

Purpose

The City of Socorro is proposing to construct Arterial 1 (1682 Boulevard) from Interstate Highway 10 (I-10) to Farm-to-Market Road (FM) 258 (Socorro Road) in the City of Socorro and El Paso County, Texas. 

This is a local government project, sponsored by the City of Socorro, and TxDOT is only providing oversight.

Description

The Arterial 1 project would construct a four-lane divided roadway between I-10 and FM 258, a total length of approximately 4 miles. Bicycle and pedestrian amenities would be included. Through the alternative analysis process and public outreach, the preferred build alternative for the proposed project has been identified as Alternative 3a Revised. This alternative will be carried forward into schematic design and detailed environmental studies. The No-build Alternative remains under consideration.

The proposed project would require additional right-of-way (ROW) and potentially displace 12 residences and one non-residential (commercial) structure. This is subject to change based on environmental studies and schematic design considerations. If displacements occur, relocation assistance will be available for displaced persons and businesses. ROW acquisition would be conducted by the City of Socorro and will follow Federal Highway Administration (FHWA) procedures for ROW acquisition.
