Notice affording an opportunity for a public hearing

Public Comment Deadline All hearing requests and comments must be received on or before October 24, 2024.  
Purpose Cameron County, in conjunction with the Cameron County Regional Mobility Authority and TxDOT is proposing to reconstruct and widen Old Alice Road within the cities of Los Fresnos and Brownsville, Cameron County, Texas from Sports Park Boulevard to SH 100, a distance of 4.9 miles. This notice advises the public that TxDOT is affording an opportunity for a public hearing on the proposed project.
Description The proposed project would traverse over two irrigation canals owned and operated by the Cameron County Irrigation District # 6, also known as the Los Fresnos Irrigation District (CCID6), previously determined eligible for the National Register in December 2009.  The two crossings would require placement of concrete culverts across their canals.  The proposed improvements will not affect the overall function and historic value of the unlined irrigation canals relative to the rest of the irrigation district and will ensure a safe crossing and ongoing performance of the irrigation system. TxDOT determined the project will have no adverse effect on the CCID6 and the proposed project meets the requirements for a Section 4(f) de minimis determination for this use under Section 4(f) of the Department of Transportation Act of 1966.  Public comments on the effects of the proposed project on the activities, features, or attributes of the CCID6 irrigation canals may be submitted as described below.

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.
