Notice and opportunity to comment

Public comment deadline All comments must be received on or before Friday, Feb. 28, 2025.
Purpose The Texas Department of Transportation (TxDOT) and Hidalgo County Precinct (Pct.) 1 are proposing to widen, reconstruct and extend Nolana Loop from FM 493 to FM 88 in Hidalgo County, Texas. This notice provides an opportunity to comment as part of the environmental review process for this project. 
Description

This notice advises property owners on changes to the project since the Nov. 20, 2019, public hearing. Specifically, the following changes are being considered for the project: 

  • At Donna Landfill, east of FM 493
    • The alignment is being shifted to the north to take Right of Way (ROW) from the landfill up to the fence line to avoid taking property from homes on the south side of the roadway, east of the landfill. This eliminates six parcels and one residential relocation.
  • East of Victoria Road
    • The alignment is being shifted south of the roadway thus eliminating three parcels. The shift will require additional ROW from property owners already being affected by the original proposal.
  • Approximately ¼ mile west of Mile 6 West Road
    • The Hidalgo County Drainage District #1(HCDD1) drainage ditch located on the north side of the roadway is being re-routed along the south side of the proposed roadway. The re-routing of the ditch will require additional ROW from property owners already affected by the original proposal.
  • On the northeast quadrant of the Mile 6 West Road intersection 
    • The alignment is being shifted south of the roadway to eliminate one parcel. The shift will require additional ROW from property owners already affected by the original proposal.
  • On the east side of Mile 5 ½ West Road
    • The alignment is being shifted to avoid impacts to a gas monitoring well and taking property from the gas company. The HCDD1 culvert will be extended to accommodate the shift in the alignment. The shift will require additional ROW from property owners already affected by the original proposal.
  • At the approach to FM 88
    • HCDD1 purchased land for their drainage ditch and has affected the originally proposed alignment; therefore, the alignment is being shifted south and will abut the HCDD1 drainage ditch. The shift will require additional ROW from property owners already affected by the original proposal.
  • It was originally proposed to construct an 84-foot-wide roadway with four 12-foot-wide travel lanes, one 16-foot-wide continuous left turn lane, two 10-foot-wide shoulders, and six-foot-wide sidewalks on both sides of the roadway within curb and gutter and 120-foot-wide ROW. The roadway and ROW width will remain the same. However, to accommodate a shared-use path, a five-foot-wide sidewalk is being proposed on one side of the road and a 12-foot-wide shared-use path on the other side.
  • Originally the alignment affected 43 parcels totaling 34.09 acres. The changes will affect 32 parcels totaling 37.41 acres. Within these limits, there was the potential to relocate four businesses/residences. The changes reduce the number of potential relocations to three.

The proposed project would, subject to final design considerations, require additional right of way and potentially displace three residences and one non-residential structure. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from Hidalgo County Pct. 1 Offices, 1902 Joe Stephens Ave., Ste. 101, Weslaco, TX 78596 or by calling (956) 968-8733.

Any environmental documentation or studies, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the address and phone number provided above. Project materials are also available online at www.hidalgocounty.us.
