Virtual details

The virtual public hearing room will be available online beginning at 5 p.m. on Thursday, Sept. 10, 2020 through Friday, Sept. 25, 2020. This will be a virtual public hearing via a pre-recorded video presentation. Please note that all materials can still be found below under the Downloads section on this page.

In-person details The in-person option is for individuals who would like to participate in-person instead of online and will be by appointment only.
Purpose TxDOT is proposing to expand Loop 1604 from State Highway 16 to Interstate Highway 35 in Bexar County, Texas. The purpose of the virtual public hearing and in-person option is to inform the public of the proposed expansion to Loop 1604. Project staff will give a pre-recorded presentation (English and Spanish) that includes the draft environmental assessment, maps and drawings showing the project location, tentative construction schedules, and other information regarding the proposed project.
Description

The proposed project consists of the following improvements:

  • Expanding Loop 1604 from a four-lane expressway to ten-lane expressway by adding two general purpose lanes
  • Adding one high-occupancy vehicle lane in each direction
  • Reconfiguring the layout of auxilary lanes and entrance and exit ramps
  • Removing the cloverleaf connectors
  • Adding direct connectors
  • Replacing the signalized frontage road intersections with a continuous flow configuration
  • Accommodations for bicyclists and pedestrians, water quality protection and other highway features

All improvements would be located within the existing right of way and easements. The project would not include any toll components.

How to Sign Up for In-Person Hearing:

In addition to the virtual public hearing, TxDOT is providing an in-person option for individuals who would like to participate in-person instead of online. In-person attendees will be able to view the same presentation delivered in the online public hearing, review hard copies of project materials, and leave written comments. You may call the TxDOT Project Manager, at (210) 615-5876 between the hours of 8 a.m. and 5 p.m., Monday through Friday no later than Sept. 4, 2020, to set an appointment.

The in-person option will be held at the TxDOT San Antonio District Office Building 2 located at 4615 Northwest Loop 410, San Antonio, TX 78229. Attendance at the in-person option will be by appointment only. In recognition of COVID-19, enhanced safety measures will be applied at the in-person option, including a requirement to wear a face mask, submit to a temperature check prior to entry, have an appointment, and follow social distancing practices.

Accessibility The virtual public hearing and in-person option will be conducted in English except for the public hearing presentation, which is in English and Spanish. If you have a special communication accommodation or need for an interpreter, a request can be made. If you have a disability and need assistance, special arrangements can also be made to accommodate most needs. Please contact 512-419-5303 no later than 4 p.m. CDT, at least three business days before the virtual public hearing and in-person option. Please be aware that advance notice is requested as some accommodations may require time for TxDOT to arrange.

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 9, 2019, and executed by FHWA and TxDOT.
