Virtual details The virtual public hearing consists of a pre-recorded presentation with both audio and visual components and supporting exhibits. The pre-recorded, video presentation and public exhibits PDF will be posted Thursday, July 3, 2025, by 5 p.m. CDT on this page and will remain online for public comments until Tuesday, Sept. 2, 2025, at 5 p.m. CDT. 
In-person details The in-person hearing will be held on Thursday, Aug. 7, 2025 starting at 10 a.m. in the Duro Canyon Meeting Room, at TxDOT Stassney Headquarters located at 6230 East Stassney Lane, Austin, TX 78744. The same pre-recorded presentation and materials that were posted online July 3rd will be shared at the in-person option. No new materials will be presented at the in-person public hearing. 
Purpose The purpose of the public hearing is to gather feedback on the Chapter 25 rules concerning the upcoming Texas Manual on Uniform Traffic Control Devices (TMUTCD).
Description

The TMUTCD sets the minimum standards, provides guidance, and ensures uniformity of traffic control devices - which includes signs, signals, work zone traffic control and pavement markings - to promote safety and efficiency statewide. It applies to all traffic control devices installed on any street, highway, pedestrian and bicycle facilities, or site roadway open to public travel. The Texas Transportation Code, section 544.001, provides that the TMUTCD must be approved and adopted by the Texas Transportation Commission.

The TMUTCD is being revised based upon a new national MUTCD and Texas state laws. The federal MUTCD was published in the Federal Register on December 19, 2023, with an effective date of January 18, 2024. Per the Code of Federal Regulations (23 CFR § 655.603 (b)), the TMUTCD must be revised and adopted within two years from the effective date of the new national MUTCD. The TMUTCD must be in substantial conformance with the national MUTCD, as determined by the Federal Highway Administration Texas Division.
