US 69 Woodville-Colmesneil Relief Route

The TxDOT Beaumont District is proposing a US 69 relief route that stretches approximately 25 miles from approximately one mile south of RR 255 to approximately one mile south of Black Creek in Tyler County. US 69 is a south-north highway that runs from Port Arthur to Denison, Texas and is designated as a hurricane evacuation route.

The purpose of the US 69 project is to provide a relief route to support safe and efficient south/north movement of people and goods between Colmesneil and Warren. The proposed project aims to do the following:

  • Provide an alternate evacuation route for the growing population of Southeast Texas
  • Improve safety by providing a relief route to reduce congestion on existing US 69
  • Address demand from truck traffic
  • Provide an alternate/secondary route from south of Warren to north of Colmesneil

Proposed improvements

The approximate 25-mile proposed project would include a new location roadway. The ultimate roadway would generally include two 12-foot travel lanes in each direction, a northbound 13-foot outside shoulder to be used as a hurricane evacuation lane, a southbound 10-foot outside shoulder. Bicycle and pedestrian accommodations would be considered throughout the project.

Update ā€“ April 2025

The adjusted alignment alternative ā€œDā€ is based on public feedback and the Planning and Environmental Linkages (PEL) Study. Splitting the project into two will facilitate opportunities and reduce local construction burden.

In initial development TxDOT identified the need for further environmental study including the development of Environmental Impact Statements (EIS). During this process, potential safety and mobility improvements, future traffic demand based on population growth, environmental impacts, and both safety and accessibility improvements will be analyzed.

The TxDOT Beaumont District will continue to gather public feedback throughout the environmental process and the project development process. We will continue to provide ongoing project updates and answer questions regarding the proposed project.

The adjusted alignment includes:

What is a PEL Study?

Planning and Environmental Linkage (PEL) process represents an approach to transportation decision making that considers environmental, community and economic goals early in the planning stage and carries them through project development, design, and construction.

Public involvement

The purpose of public involvement is to share project information and updates, present proposed project information and collect public input from the community. Public input is a highly valued and important part of creating improvements to address transportation needs. TxDOT is committed to working closely with the community on all projects to ensure interested community members can comment, voice concerns and ask questions. All input is considered as TxDOT moves forward in developing a plan to enhance the safety of the corridor while preparing for future growth.
