US 59 Livingston Upgrade North (Future I-69)
This project is dedicated to enhancing safety and improving mobility along US 59 (Future I 69) from 1.25 mile south of US 190 to 1.9 miles south of SL 116 in Livingston, Polk County, Texas.
TxDOT is proposing to reconstruct US 59/US 190 interchange and US 59 mainlanes to meet interstate standards for possible future designation as I-69 and:
- Improve interchange connectivity and safety
- Reduce congestion
- Provide a more efficient hurricane evacuation route
- Provide system connectivity to I-69, which is a 1,600-mile national highway connecting Michigan, Indiana, Kentucky, Tennessee, Mississippi, Arkansas, Louisiana, and Texas. I-69 also provides access to inland ports and seaports along the gulf coast
Proposed improvements
The improvements will include:
- Reconstructing US 59 mainlanes, ramps, and frontage roads to meet interstate standards to accommodate potential future designation as I‑69.
- Reconfiguring the US 190 and BU 59 North interchanges, as well as constructing new frontage road connections located north of BU 59 North.
- Constructing concrete barrier-divided mainlanes along US 59 consisting of four 12-foot travel lanes (two in each direction), 6-foot inside shoulders, and 12-foot outside shoulders.
- Constructing northbound and southbound frontage roads with two 12-foot travel lanes, 4-foot inside shoulders, and 8-foot outside shoulders.
- Constructing sidewalks along the proposed US 59 frontage roads.
Project timeline
- Schematic and environmental studies began in 2022 and are anticipated to be complete in fall 2027.
- Right-of-way acquisitions are anticipated to begin fall 2027.
- Detailed engineering plans, and utility relocation are expected to be completed in 2031.
- Construction is anticipated to start in 2032
