US 281 South Comal County

TxDOT is proposing to upgrade US 281 between East Borgfeld Drive in Bexar County to and SH 46 in Comal County from a four-lane divided highway to a six-lane divided freeway with frontage roads in each direction. The existing right-of-way (ROW) width is primarily 225 feet but varies up to 315 feet in limited locations. The proposed ROW would be primarily 400-foot wide.

Anticipated project schedule

Traffic analysis, development of project engineering schematics, and environmental studies began in January 2019 and are anticipated to continue through the middle of mid 2025. On August 22, 2024, the Texas Transportation Commission issued a Minute Order authorizing TxDOT to begin negotiations for ROW acquisitions. Potentially affected property owners should expect to be contacted by TxDOT or a property appraiser in late 2024 to begin the ROW acquisition process.

After the Schematic and Environmental phase, the remaining phases of the project include detailed design, potential utility relocations, and construction if a build alternative is selected; the duration and schedule for these phases are to be determined.

Public involvement

The US 281 South Comal County Project Team has been working collaboratively with Comal County, the city of Bulverde, and other key agencies to identify corridor issues and concerns. Meetings with potentially affected property owners were held in June 2020 and May 2021. A Virtual Public Meeting was held Spring 2021.

TxDOT is planning additional meetings with potentially affected property owners in late 2024. Additionally, once the environmental studies are completed, TxDOT will schedule a public hearing for the project, which is anticipated for early 2025.
