Statewide Active Transportation Plan

With the help of Texans, the Texas Department of Transportation (TxDOT) developed a comprehensive Statewide Active Transportation Plan (SATP) to establish a unified vision for the identification and implementation of strategic active transportation priorities and policies across Texas through 2050.

Active transportation plans provide recommendations for improving conditions for bicycling, walking, rolling or other modes that are typically human-powered, non-motorized transportation, but may also include smaller electric-powered micromobility options such as e-scooters and e-bikes.

Development of the SATP kicked off in the fall of 2023 and concluded in the summer of 2025. TxDOT’s Bicycle and Pedestrian Committee (BPAC) provided support for the plan on July 25, 2025. In coordination with many plan partners, implementation begins in the fall of 2025.

Active Transportation Investment Opportunity Network (ACTION)

The first implementation priority action identified by the SATP was to identify and Invest in Statewide Active Transportation Networks and specifically to “Begin identification of a priority investment network to direct investment in critical corridors”. TxDOT has begun this initial task with the development of the Active Transportation Investment Opportunity Network (ACTION).

ACTION builds upon SATP analysis and recommendations to develop an actionable initiative aimed at enhancing pedestrian and bicycle infrastructure and connectivity across Texas. It is a stakeholder and public involved, data-driven and prioritized investment strategy for active transportation infrastructure for each TxDOT district. ACTION will refine needs, assess current supply, and demand and identify potential on-system and key off-system active transportation network enhancements. Action will complement previous and on-going planning efforts from the local and regional level, including TxDOT District Bike Plans, the ADA Transition Plan and the local/MPO programmed projects.
