On July 28, 2012, the Texas Transportation Commission (TTC), in Minute Order 113188, authorized the issuance of a request for proposal (RFP)for the design, construction, and capital maintenance on US 77 from E. Corral Avenue in the northern portion of Kingsville in Kleberg County to County Road 16 south of the City of Driscoll in Nueces County.

RFP documents
On September 5, 2012, TxDOT issued the original RFP for the US 77 Project. There were seven subsequent addendum, including Addendum No. 07, which was a Best and Final Offer (BAFO), issued on January 28, 2013.
