Study overview

The Texas Department of Transportation's (TxDOT) Amarillo District is conducting a feasibility study to evaluate the potential upgrade of US 87/US 287 to interstate standards (I-27) from Amarillo to Dumas, covering US 87/US 287 in Randall, Potter, and Moore counties from State Loop (SL) 335 in Amarillo to a logical terminus north of Dumas at US 287. In alignment with the Ports-to-Plains Corridor Interstate Feasibility Study, this study will analyze current and future transportation, safety, and mobility needs along the US 87/US 287 corridor, aiming to identify feasible concepts for upgrading the route to interstate standards.

Study purpose

The purpose of this study is to evaluate the feasibility, costs, and logistics related to updating the corridor to interstate standards, including extending I-27 from SL 335 to north of Dumas along US 287.

Study objectives

The I-27 Feasibility Study from Amarillo to Dumas will analyze current and future transportation needs along the US 87/US 287 corridor in Randall, Potter and Moore counties to evaluate concepts for upgrading the route to interstate standards.

The study involves:

  • Identifying feasible routes suitable for the future I-27 interstate designation
  • Fostering public and stakeholder engagement
  • Improving connectivity
  • Aligning with Ports-to-Plains Corridor Interstate Feasibility Study goals, including:
    • Improving freight movement
    • Enhancing economic development
    • Enhancing safety
    • Increasing mobility

What is a feasibility study?

  • A feasibility study is a multiphase process that examines different alternatives and is conducted very early on in the project process before a project is fully developed.
  • The study evaluates whether a project should advance to detailed environmental studies, public-involvement activities, and schematic design.
  • The study team, in collaboration with the public and stakeholders including local government officials, establishes study goals and objectives, evaluates environmental and engineering challenges, and identifies concepts for upgrading US 87/US 287 to interstate standards.
  • By incorporating public and stakeholder feedback and further technical analyses, the study team will refine and recommend alternative concepts for further evaluation.
  • These alternative concepts serve as the foundation for subsequent phases of project development, which include: an environmental study, design, acquisition of right of way, utility adjustments, and construction.

Public involvement

This study will be supported by stakeholder working groups and public meetings hosted in both Amarillo and Dumas. The stakeholder working group consists of representatives from TxDOT, local agencies and government officials, and interest groups from Amarillo and Dumas. The study will provide opportunities for the public to provide feedback on:

  • Study goals and objectives
  • Existing conditions and constraints
  • Improvements needed
  • Mobility and safety issues
  • Preliminary typical sections and proposed connection locations
  • Additional considerations and recommendations for the study team
