Functional Classification Change Requests

This resource aims to provide TxDOT Districts, Metropolitan Planning Organizations (MPOs), and Divisions with the essential tools and guidance to support informed planning decisions related to the Functional Classification of TxDOT's roadway system. The fundamental principle of Functional Classification is that roadways primarily serve two functions: access and mobility, with each roadway fulfilling one or both roles.

The four components of Functional Classification are:

  • Principal Arterials (including Interstate)
  • Minor Arterials
  • Major and Minor Collectors
  • Local Roads

These functional classifications reflect each roadway's role in serving local communities, long-distance travel, and moving freight. In addition, Functional Classification defines certain roadway characteristics such as speed, capacity, existing and future land use, and eligibility for funding under the Federal-aid highway program.
