Authorizations and approvals
On Nov. 15, 2012, the Texas Transportation Commission (TTC) conditionally awarded Pegasus Link Constructors (PLC) to enter into a design, construction and capital maintenance agreement on IH 30 from Sylvan Avenue to IH 35E and IH 35E from north of Eighth Street to the IH 30/IH 35E interchange in Dallas County (the Horseshoe Project or Horseshoe).

On February 20, 2013, TxDOT executed a Design-Build Agreement (DBA) and a Capital Maintenance Agreement (CMA) with Pegasus Link Constructors. These documents are available below.
