SH 99 Grand Parkway Segment C-1 Design-Build - pre-procurement information

The Texas Department of Transportation (TxDOT) intends to hold a pre-procurement partnering industry workshop on Oct. 27, 2026, from 1:30 p.m. to 3:00 p.m. with industry partners to share information related to the development, procurement, and implementation of the State Highway (SH) 99 Grand Parkway Segment C-1 Design-Build Project (Project). The workshop will be held in person at the Houston District Auditorium located at 7600 Washington Avenue, Houston, Texas 77007.

Please provide us your feedback on the Project information presented during the workshop and provided on this webpage, along with any other questions or comments, via the Project mailbox on or before Nov. 9, 2026.

TxDOT also intends to hold pre-procurement partnering one-on-one meetings with design-build teams, prime contractors, or lead engineering firms to discuss the development, procurement, and implementation of the Project. The one-on-one meetings will be held at the Houston District office the week of Dec. 7, 2026. One-on-one meetings will be conducted in person only. Design-build teams, prime contractors, or lead engineering firms interested in attending a one-on-one meeting must express their interest via the Project mailbox on or before Nov. 9, 2026.

Attendance at the workshop or one-on-one meetings is not mandatory and interested parties shall remain eligible to participate in future project solicitations if they do not attend. TxDOT is holding the workshop and one-on-one meetings solely to share and obtain information. Such workshop and meetings do not represent a commitment to issue a request for qualifications or a request for proposals in the future.
