Information Technology Division
TxDOT Divisions

The Information Technology Division is committed to excellent customer service through greater cooperation and collaboration with TxDOT districts and divisions. This ensures successful solutions based on the best interests of TxDOT. To accomplish this mission, the division is divided into 12 functional areas:
- Applications – Plans and coordinates the delivery, maintenance, and operations of information systems. Services include new product development, application version, application patching, application modernization, system monitoring, incident response, and remediation of security and audit findings. Includes Applications Development & Maintenance (ADM), Enterprise Resource Planning (ERP), Contracts & Tolls, ADM & ERP Contract Management, Planning & Administrative Enterprise Systems, Geographic Information Systems (GIS), and Quality Assurance (QA) & Testing.
- Business Operations – Business operations and administrative support to ITD and the CIO. Ensures division staff have the tools, resources, and knowledge to complete their jobs in a safe, efficient, and effective manner. Focused on continuous improvement of internal processes and procedures and ensuring compliance with the department's standard business practices.
- Customer Relationship Management – Ensures the voice of the customer is captured and incorporated into IT behavior and decision-making to fully align with TxDOT business needs. Includes Business Engagement and Communications, Mobility & Digital Signage Operations, Service Desk Operations, Video Teleconferencing (VTC) Support, Field Services Support for districts, and Tech Lounge services providing onsite technical support for Stassney and Greer campuses.
- Data Governance and Management – Implements robust data governance through privacy and records management programs while providing the tools and resources for enterprise data management and business intelligence development. Includes Data Privacy, Records Management, and Data Management & Business Intelligence.
- Information Security – Implements a robust information security program for TxDOT systems. Includes Security Risk Management, Security Governance, Security Support, and Cybersecurity Operations Center.
- Infrastructure – Responsible for managing and maintaining the TxDOT’s computer, server, and cloud infrastructure, ensuring operational efficiency, security, and compliance. Includes Server Operations, Systems Architecture, Enterprise Cloud Services, Shared Technology Services (STS), End User Compute Tier 2 & 3 Support, End User Success, Microsoft 365, Hardware Lifecycle (HLS) Contract Management, Data Center Services (DCS), and Toll Ops Support (TOC).
- Network – Responsible for the management of overall network infrastructure that delivers system and data communication. Ensures the stable operation of the business network, including planning, developing, configuring, supporting, and optimizing all network hardware, software, and communication links. Includes Network & Telecom, Managed Network Business Services, and Delivery Governance & Compliance.
- Service Integration and Governance (SIG) – Provides program oversight and operations for cross-sectional functions such as ITD finance, asset management, identity and access management, enterprise architecture, and enterprise project delivery and provides strategy, guidance, and management for ITD enterprise and cross-section policies, processes, and governance. Includes Enterprise Architecture, Enterprise Delivery, Asset Management; Access and Identity Management, Automation & Artificial Intelligence (AI), ITD Finance, Vulnerability Management, Process and Transition Management, Service Strategy, Service Operations, and TxDOTNow Development & Administration.
- Traffic Technology – Manages the operations of the Intelligent Transportation Systems and coordinates deployment of new traffic technologies. Includes Traffic Data, Traffic Network Operations, Traffic Network Architecture, Traffic Applications, and TxDOT Broadband Program.
- Transportation Programs Support – Provides customer service, application development and maintenance, and technical support for TxDOT’s engineering applications to enable accelerated project delivery and drive the successful advancement of TxDOT’s Transportation programs.
- Vendor Management – Provides oversight and management of TxDOT’s contracted IT services and ensures coordination and alignment with agency procurement processes. Includes Contract Management, Vendor Management, Performance and Financial Management, IT Sourcing, Invoice Processing, and Contractual Service Delivery.
