Advance Funding Agreements (AFA) Development Process

TxDOT's new Advance Funding Agreements (AFA) development process in DocuSign replaces legacy processes, which relied heavily on email coordination, manual document tracking, and separate approval activities. The new system provides a centralized, standardized experience with integrated workflows, approvals, electronic signatures, and real-time status tracking.

What's changing for Local Governments?

The table below highlights the key differences between the old AFA development process and the new DocuSign-based process.
Changes Legacy process DocuSign process
Project intake Emailing project details Complete Project Information Form (PIF)
Communication Email threads and shared documents Centralized communication in DocuSign
Approvals Separate forms and offline approvals Integrated oversight level special approval form
Agreement Review Manual drafting and review Agreement uploaded into the system with guided review
Signatures Email or physical signatures Electronic signatures in DocuSign
