ETAP
The Emerging Technology Assessment Program (ETAP) is the gateway to innovation at TxDOT.
TxDOT actively seeks new technologies to advance the state’s transportation system and partners with technology-based vendors via the Emerging Technology Assessment Program. If your company offers an emerging technology product that meets program requirements, complete the ETAP form.
ETAP requirements
Before submitting the ETAP form, make sure the new technology meets requirements:
• Is at least a LEVEL SIX on Technology Readiness Level (TRL).
• Established at least two years at the time of pilot program start.
• Meets TxDOT's Cybersecurity requirement.
• FedRAMP or TxRAMP Certified (required for Cloud services).

Technology categories include, but are not limited to:
- Asset inventory
- Alternative energy - infrastructure, vehicle, supply, etc.
- Business solutions - general data analysis, workflow improvement, communication tool, etc.
- Construction tools
- Engineering design or construction management solutions
- Design tools
- Illumination
- Mapping
- Traffic management
- Transportation data
- Traffic monitoring, analysis, management, and/or signal optimization solution
- Transit solutions
- Roadway condition detection and asset management solution
- Robot, UAS and related software

- Complete the Form. Fill out the form as thoroughly as possible, providing all relevant information. Incomplete forms will not be accepted.
TxDOT will review your submission and follow up as needed. Please allow two to four weeks for this process to be completed.
